Tami Fossum, HCCP, CAPS, CPM is the Executive Director of GEM Management, LLC. She joined GEM’s management team in August 2016. Tami has been in the multifamily industry since 1989. She has an extensive background in both the development and property management of conventional and affordable multifamily properties. Tami holds her Certified Apartment Portfolio Supervisor (CAPS), Certified Property Manager (CPM) and Housing Credit Certified Professional (HCCP) designations, as well as her Real Estate Broker License in North Carolina and Salesman’s License in South Carolina.
Tami has been actively involved in the Greater Charlotte Apartment Association (GCAA) since 1993, serving as its President in 2010. She is a founding member of the GCAA’s Education Foundation, serving as President in 2013 and 2014. She has been recognized throughout her career with numerous multifamily-related industry awards through the GCAA, National Apartment Association (NAA) and Institute of Real Estate Management (IREM). Tami has actively served at a committee level for NAA since 2009 and currently serves as a board member of the National Apartment Association Education Institute (NAAEI). She was an adjunct faculty member at Rio Salado Community College in its property management program and is a current NAA faculty member and subject matter expert. She also serves both at the national and local level on the apartment associations affordable housing committees. Most recently, Tami was inducted into the GCAA Education Hall of Fame for her contributions.
Alex Lawrence, C14P, STAR is the Director of Property Management. He joined GEM’s Management team in February 2005. Prior to joining GEM Management, Alex worked for Walmart, Inc. Logistics. He is responsible for overseeing and leading the property management field and site team members. Alex has a long-term working relationship with all agencies that monitor the GEM portfolio.
Alex is the current President of the Carolinas Council for Affordable Housing and has served on the board since 2016. He graduated from Appalachian State University in Boone, North Carolina, with a Bachelor of Science in business administration. Alex holds his C14P Tax Credit Certification, Rural Development 515 STAR Certification and Real Estate Broker License in North Carolina.
Lisa K. Poore
Lisa K. Poore, C18P, STAR is the Director of Compliance. She oversees the organization’s compliance department. Since joining GEM Management in 2002, Lisa has worked closely with state housing agencies, the USDA Rural Development program and Syndicators across the southeastern United States ensuring regulatory compliance reporting for the GEM portfolio consisting of Tax Credit, HOME, KEY, USDA Rural Development and HUD Section 8/Project-Based Section 8.
Lisa holds a Bachelor of Science degree in marketing from Western Carolina University in Cullowhee, North Carolina and maintains a Rural Development 515 STAR Certification. She is also a Certified Credit Compliance Professional, as well as a State of North Carolina Notary Public. Lisa holds certificates in LIHTC Programs, Fair Housing and Layered Properties. She has more than 20 years worth of experience in financial and compliance management.
Kathy B. May, NAHPe
Kathy B. May, NAHPe, is the Director of Agency Liaison. Kathy joined GEM Management in 2011. She leads the agency liaison team, which acts as a conduit between all GEM departments and monitoring agencies. Her team manages all agency-related communication. Kathy’s team also assures annual utility allowance compliance.
Kathy holds an Associate of Arts degree in Business from Louisburg College in Louisburg, North Carolina, and has more than 30 years of experience in Property Management with both HUD and commercial properties. Additionally, she is a National Affordable Housing Professional Executive (NAHPe), has completed AHM training for HUD-Subsidized Multifamily Properties, and has her Real Estate Broker License in North Carolina. She also completed courses for Certified Apartment Manager, Certified Assisted Housing Manager, National Center Housing Management, Certified Manager of Maintenance, Certified Occupancy Specialist, Certified Professional of Occupancy and Fair Housing Compliance.
Stormy Mongiello, SHRM-CP, PHR is the Human Resources Director of GEM Management, LLC. She joined the GEM team in 2018 and is responsible for all facets of Human Resources management along with supporting other departments, reaching company goals through collaboration in employment-related decisions. She brings more than 20 years of human resources experience with a varied background in human resources roles for many industries including construction, manufacturing and retail. She has earned her Society of Human Resources-Certified Professional (SHRM-CP) and Human Resources Certification Institute, Professional in Human Resources (PHR) certifications.
In addition to serving her country in the U.S. Navy, Stormy completed her bachelor’s degree in business with a minor in human resources and is currently pursuing her Master’s in business administration.
Donna L. Payne
Donna L. Payne, CPA is the Controller of GEM Management, LLC. She joined GEM’s management team in 2018. She has worked in the accounting field for investment, management and development companies in real estate for more than 25 years. Donna leads the accounting team, which is responsible for accurate and timely financial reporting for the full GEM portfolio.
Donna graduated from Western Carolina University with a Bachelor of Science in business administration. She has been a licensed Certified Public Accountant (CPA) in North Carolina since 1998. Donna is a member of the Charlotte Chapter of CREW and serves on their Community Outreach Committee.
Millie Payne, HCCP, CAM, TCS is a Regional Manager for GEM Management, LLC southeastern Virginia area and central and eastern North Carolina areas. She joined GEM’s management team in December of 2014. She has been in the multifamily industry since 2001 working for SL Nusbaum and Affordable Housing Management prior to joining GEM.
Millie has an extensive background within affordable property management including HUD, RD and LIHTC properties. She holds her Certified Apartment Manager (CAM) through NAA and Housing Credit Certified Professional (HCCP) designation through NAHB and is a certified Tax Credit Specialist (TCS).
Pam Smith, HCCP, CPM, TCM is a Regional Manager covering Virginia and Kentucky areas. She joined of the GEM team in 2000, as Site Manager then grew to a Senior Property Manager and holds the current position of Regional Manager. Pam has an extensive background within affordable property management including, RD 515 & 538, HUD Section 8 and LIHTC. Pam holds her Housing Credit Certified Professional (HCCP), Rural Development 515 STAR Certification, Tax Credit Specialist Certification (TCS), Certified Property Manager (CPM), Certified Occupancy Specialist (COS). She has served as a Board Member since 2014 with Virginia Council for Affordable (VCARH) and Rural Housing.
Pam is an alumnus of Concord University in Athens, West Virginia majoring in Public Speaking. Prior to joining GEM Management, she served as the Director of Supported Employment Services for eight years with Crossroads Community Services. While there, Pam wrote and was awarded several grants which expanded the services offered and implemented new programs. Additionally, she was on the committee that developed and implemented the Team Builders training program which is currently in use by many Community Service Boards.
Tammy Barringer, C8P, STAR is a Regional Manager for GEM Management, LLC., covering the eastern and southern North Carolina area. She joined GEM’s Management team in April of 2012 as a Senior Property Manager. She also was a leasing specialist coordinator where she oversaw all properties under lease up and lead our leasing specialist team, assuring that all initial goals and qualified unit deadlines are met. Prior to joining GEM Management, Tammy has performed many different roles in the multifamily housing Industry since 2001.
Tammy has a long-term working relationship with all agencies that monitor the GEM portfolio and an extensive background within affordable property management including HUD, RD and LIHTC properties. Tammy holds her C8P Tax Credit Certification and Rural Development 515 STAR Certification.
Keara Attamante, CPA is the Assistant Controller of GEM Management, LLC. She joined GEM’s management team in November 2018. Before joining GEM, Keara was an Assurance Manager at CohnReznick LLP, where she worked for 8 years. During her tenure at CohnReznick, she performed financial statement audits and attest services, with a specialized focus in affordable multifamily housing. Keara helps lead the accounting team to deliver accurate and timely financial reporting for the GEM portfolio.
Keara graduated from the University of South Carolina with a Bachelor of Science in Accounting and Wake Forest University with a Master’s Degree in Accounting. She is a licensed Certified Public Accountant (CPA) in North Carolina.
Suvonne Clemmons is a Regional Manager for GEM Management, LLC., covering the South Carolina area. She is originally from Nashville, Tennessee and currently lives in Ash, North Carolina. Working for over 15 years in the airline field in management gave her the expertise to coach and develop staff and to motive teams. She has over 18 years of property management experience with conventional, RD, and Tax Credit properties. She brings experience in lease ups and rehabs on Multi Family developments to our team. She currently holds her North Carolina and South Carolina real estate brokers license.
Melissa Neugent- CGPM, BOS, CPO, NAHP-e is a Regional Manager for GEM Management, LLC., covering portfolios in Alabama, western North Carolina, Tennessee, and Georgia. She joined GEM Management in March 2018 but has worked in affordable housing since starting out as a leasing agent in 2005. Melissa has extensive background within HUD Section 8, HUD 202, HUD 236, HUD 811 PRAC, RD, LIHTC, Home, Bond, transitional housing and multi- layered housing compliance. She is a certified Blended Occupancy Specialist through Housing Management, Credential for Green Property Management, Certified Professional of Occupancy and Housing Professional Executive through National Affordable Housing, NAHMA.
Donnell Lassiter is the Maintenance Director. He joined GEM’s Management team in January 2020 and covers the entire portfolio over the Southeast region. As a maintenance director, Donnell monitors, directs and reviews all aspects of property maintenance operations across the portfolio.
Donnell attended the University of North Carolina at Charlotte and studied Informational Technology. He has 10 years of experience in the property management industry, earning various recognitions and rewards. Donnell is a Certified Pool Operator and has his CFC/EPA certification.
